Open-source projects for FPGA programming? Board?

Hello, my intention is to develop a high-level graphical interface to program FPGAs for signal processing. Do you know of any libraries or open-source programs I can use to start off with? My stuff would be GPL-ed or something like that. Which FPGA board is more compatible with these projects?
