I must have some problem to read but i don't really understand what you have on the board.

If i want to use the FPGA, must i wrote the pci client core, or is it on an other component ?

If you want to use the Dragon board, you don't need to write a PCI core unless you plug the Dragon in a PCI bus.

If you plug the Dragon in a PCI bus, then you need to program the FPGA with a PCI core.
